"Mr President, Commissioner, ladies and gentlemen, illegal fishing poses a serious threat to our fish stocks and to all honest fishermen, who are being swindled out of part of their income. At this point, I would like to take the unusual step of praising the Council of Ministers, which succeeded in agreeing an IUU regulation before the Treaty of Lisbon came into force, in other words, without our cooperation. That was an important step forward. However, Ms Lövin’s excellent report makes it clear that there is still a lot of work to do. Illegal fishing is a typical example of problems that are so big that the European Union cannot deal with them on its own. We need global solutions. The fact is that global solutions require effective global institutions. As the rapporteur on reform of the common fisheries policy, I would like to close with the following remark: the best protection against illegal fishing is afforded by fishermen who know the rules and who are convinced that these make sense. This must be our guiding principle in pursuing new reforms."@en1
