"Mr President, given the technological advances and the investment required in the European Union’s space policy, I should stress the important role which the use of satellite navigation systems plays in monitoring, controlling and carrying out surveillance on fishing activities. Romania and Bulgaria joined the European Union in 2007, which extended the scope of the common fisheries policy to the Black Sea. Unfortunately, there is no global agreement on the regional management of the Black Sea fish stocks, apart from bilateral agreements.
The Commission’s support is needed to develop regional dialogue aimed at devising a common marine strategy in the Black Sea region, also involving the other states bordering the Black Sea. I think that setting up a Black Sea consultative forum is appropriate. This will provide a technical form of communication and cooperation for the operators in the fisheries sector. If a basic sharing agreement continues to remain in abeyance, there is a risk of the resources collapsing, and the economic damage already caused to certain fisheries resources will become widespread."@en1
