"Mr President, ladies and gentlemen, I would like to focus on just one point, which is Roma children. The latest statistics show that only 40% of Roma children finish their primary education, while the figure for secondary education is barely 10%. This in my view is a fundamental point, because children who do not go to school are children who will never have a future. As adults they will be condemned to certain poverty, social exclusion and unemployment, and in the worst-case scenario they are likely to end up in a web of exploitation and crime. Education and training must therefore be the priorities. In my view the Member States must guarantee the right to education and at the same time force Roma parents to fulfil their duty of sending their children to school. Such a measure is also to prevent children from being exploited as beggars, which many of them are in fact forced to become. Unless we take vigorous and urgent action on this front, all our plans and investments will be in vain. Therefore I think that, alongside these children’s right to health and vaccinations, stopping them from dropping out of school must be an absolute priority in the new strategy."@en1
