"Mr President, Commissioner, representative of the Polish Presidency, the Internet is the extension of the analogue world into the digital world, and not the wild west. Values, rights and basic democratic freedoms apply there as they do here. In order to guarantee the freedom of the network it is necessary to preserve, as far as possible, the technological neutrality and service neutrality of the Internet infrastructure in respect of data, content and protocols. Our goal should and must be to prohibit access providers from discriminating against certain data content by transmitting it at different speeds, and we should do this at European and/or national level. Self regulation is not something in which I would necessarily have much confidence in this area. Compliance with these prohibitions should genuinely be monitored by the appropriate authorities, and – as in the analogue world – they should be provided with the appropriate control mechanisms."@en1
