"Mr President, net neutrality obliges providers to treat all Internet traffic equally, without regulating it. However, many network providers attempt to exploit their position in order to exclude other market operators, in Internet telephony for example. The speed of access for foreign providers is purposely reduced so as not to put their own telephone services at risk. This obviously restricts competition and freedom of expression. We therefore need guidelines for the mobile telephony market in order to ensure net neutrality there, too. Secondly, we need more transparency for end users, in other words information on providers and services, because there is often a discrepancy between advertising and reality, particularly with regard to Internet speed. Thirdly, at the end of the day, all users should have the opportunity to switch to a new provider without any problems."@en1
