"Mr President, the aim of the European Union’s telecommunications reforms from 2009 was to enhance the competitive environment for telecommunications services on the internal market. It also set out a legal definition of Internet neutrality and the public’s right to open access to the Internet. The deadline for implementing the new telecommunications rules expired in May this year. In April this year the Commission adopted another communication on Internet neutrality.
It is therefore a good time to take a look together to see whether these recast regulations have brought the expected changes and have been applied in Member States to provide users with more product information and transparency, better quality of services and easy ways to switch operators if they are dissatisfied with one operator’s services. In particular, the regulator should rule out problems with weakening signals or network outages which could be regarded as loss of quality of the services provided by..."@en1
