"Mr President, an open Internet and the guarantee of non-discriminatory access for everyone are essential prerequisites for the freedom of communication, the freedom of information, media pluralism and diversity of opinion.
We are therefore sending an important and appropriate signal to the Commission and also to the Member States that we want the ‘best effort’ principle as well as fundamental transparency regulations to be laid down. However, I would have liked us to call on the Commission today to clearly define net neutrality and to enshrine it in law. If we wait any longer, we run the risk that network operators will create a version of reality that will be very difficult to put right later on.
I would also have liked to have seen a very clear ban on the control of the content of data packets. I would have liked the back door that this resolution leaves open to be closed today, and from the discussion, I sense that many fellow Members agree with me here. I believe that we should continue to work on this."@en1
