"Madam President, as with many areas of life, there are certain risks associated with the Internet, and this is obvious for those who speak today. This applies both to intellectual property rights and other kinds of crimes. The fundamental issue is to realise what the Internet is today, to look around in the world. Today, the Internet is a place for equalising opportunities; today the Internet is the place where the real fight for democracy takes place. Thanks to the Internet the world is changing before our eyes, North Africa is changing – let us not forget about this. Therefore, these fundamental things – free, unhindered access to high-quality Internet, so that the Internet, which was meant to help equalise opportunities, does not become the new cause of social divisions, and so that what was meant to become an impetus for democratisation does not lead to certain restrictions being placed on freedom. Thus, it must stated very clearly today that the choice regarding the contents and the use of the Internet should lie always and exclusively with the recipient."@en1
