I broadly welcome the new accountability report on financing for development as an opportunity to filter out and purposefully strengthen effective aid instruments and to expose ineffective assistance as such. The EU is the world’s largest donor of official development assistance, but the commitments made to give 0.7% of GNI in development assistance by 2015 will probably not be achieved. As the motion for a resolution rightly states, a policy change (also in the developing countries) would essentially be needed in order to address the structural causes of poverty. Furthermore, the motion for a resolution calls, above all, for EU development policy to eliminate these obstacles. It reiterates the concern about the progressive acquisition of farmland by foreign investors and calls on the Member States to step up their efforts and also to seek policy dialogue with developing countries with regard to development cooperation.
