"− The next climate change conference will be held in Durban from 28 November to 9 December. The motion for a resolution in question urges the Union to give its full support to extending the Kyoto Protocol beyond 2012, despite the fact that major producers of emissions such as Japan, Canada and Russia have publicly stated they will not sign up to a second commitment period. Therefore no one thinks that a global agreement can be reached at Durban. The European Commission has declared that the earliest probable date for reaching a global agreement could be 2015 and a transition period is in progress until then. I would like to point out that the basic premise of the climate and energy package approved in 2008 was that the other major producers of emissions would follow Europe’s example and commit to adopt legally binding measures. However, to date the absence of a level playing field at a global level for sectors subject to emission limits continues to worsen a situation where there is already little competitiveness for European businesses. I believe that the current international context means it is not possible to go beyond the existing goals. The European Union already has a post-2012 commitment, which is to reduce emissions by 20%, in accordance with the energy and climate package."@en1
