"The European Union has an important job to do at the climate conference in Durban. It must show leadership and be able to speak with one voice. Neither the recession, which is holding Europe in its grip, nor the economic crisis should be used as an excuse for doing nothing about important environmental issues that affect the whole world. The danger is that the gulf between international commitments and the UN’s targets will widen further. While the target set by the UN would radically curb global warming, according to UN reports, the industrialised countries would have to be able to reduce their emissions by 25-40% from their levels in 1990 by the year 2020. It is not at all certain that the previous target set of a 20% cut in emissions by 2020 would be sufficient. It is important at Durban to ensure that the Kyoto climate agreement to cut carbon dioxide emissions continues after 2012. Europe has the potential to demonstrate leadership and be a role model at Durban. The Kyoto Protocol, which is a binding international agreement, must in future oblige the industrialised countries to commit to reducing greenhouse gas emissions."@en1
