"The proposal for a directive establishing a single European railway area unifies the existing legislation into one legal act which records, compared to the existing arrangement, a large number of fundamental changes. These relate in particular to the financing and charging of the infrastructure, non-discriminatory and transparent conditions for competition in the railway market and the supervision of the railway market. Although I supported the European Parliament's position because I consider it a fragile compromise, I am convinced that the proposed application of the principles of the internalisation of external costs will lead to an unnecessary increase in the regulatory burden. I am also cautious as regards the proposals on the definition of the extent of the powers of the Commission and the extensive transfer of powers relating to the regulation and supervision of competition in the rail industry under one regulatory authority. In this respect, the proposal would merit significant refinements."@en1
