"The European Heritage Label is an initiative I particularly welcome, especially in the current climate when the European Union has divergent rather than convergent trends. This is why I think that we are debating this proposal, already at second reading, at a suitable moment when it can actually add value to the notion of a United Europe. Based on an intergovernmental initiative which has proved successful, the European Heritage Label has all the requirements also to continue in the same vein when it becomes an EU programme, not to mention that it also benefits from the experience acquired through other similar programmes, the most notable being the European Capital of Culture, which has an unquestionable impact. Although I disagreed during first reading with the rapporteur about this initiative’s scope of action and I insisted that countries neighbouring the EU should be included in order to promote EU/non-EU transnational sites, I firmly believe today that it is better for us to take a gradual approach. If we achieve outstanding results at EU level, we may think in the coming years about extending this programme to non-Member States as well."@en1
