"Madam President, the EU is a world leader in development aid. Every year, we send hundreds of millions of euro to our partners in Africa, the Caribbean and the Pacific. There are experts to see that this work is effective and sufficient, and that it has sensible structures and rules. They draw up reports, background documents, assessments and recommendations. Europe acts on the basis of these documents. The significance of the ACP-EU Joint Parliamentary Assembly, however, is a different matter – creating space for personal meetings between the elected representatives of parliaments, as well as an opportunity to discuss problems at this level. The joint discussions on problem topics enable us to understand one another, get down to the essential details that are not to be found in any report, and explain positions that would otherwise often remain misunderstood. The Cotonou Agreement is vital for cooperation between Europe and the African, Caribbean and Pacific states. The Joint Parliamentary Assembly plays an irreplaceable role in fulfilling this agreement – if only by adding a genuine human dimension to the numbers and tables on amounts of development aid.
