"Mr President, in the 243 cases which were uncovered, the problems primarily concerned incomplete forms and errors during processing. This is essentially a training issue. We must make sure that the employees in the Member States have the right training and we must also attempt to reduce the amount of red tape and increase efficiency in these areas. Every year, the European Court of Auditors reports an average of three cases to the European Anti-Fraud Office (OLAF), so it is clear that fraud is not the major problem, but instead, the large number of financial procedures. Hundreds of financial procedures are in use within the European Union and this puts too great a burden on many of the employees in the Member States. Therefore, I am asking the Commission to consider establishing its own training programme to help prevent technical errors from occurring in future."@en1
