"Mr President, talks about finances require, first and foremost, a very high degree of precision. I would like to appeal to the Court of Auditors to specify very precisely what we are talking about when debating in Parliament, because even in this Chamber, different kinds of numbers are being bandied about which are quite alarming. It needs to be said very clearly when we are talking about the lower error limit, when we are talking about the upper error limit, when we are talking about the most likely rate of error and when we are talking about the frequency of occurrence of errors, because public debate has already got the idea that the usual suspect – cohesion policy – has a 49% error rate, whereas this refers to frequency. I appeal to the Court, particularly during debate in Parliament, to specify exactly what we are talking about, because if we do not make this clear, it will lead to a great many misunderstandings."@en1
