"Mr President, Commissioner, ladies and gentlemen, first of all, I, too, should like to thank President Caldeira for presenting the Court of Auditors’ 2010 annual report, which contains a great deal of new information, such as the total error rate in payments and a new chapter evaluating the Commission’s performance. In the current economic and financial crisis, the pressure on public finances has never been greater and efficient use of public money is more important than ever. Given that political cohesion is at the heart of the debate on the error rate and its impact on the EU budget, it is vital that we underline what is an error and what is not: an error is a transaction which is not fully in keeping with current regulations; error does not mean that funds have been lost or wasted or that fraud has been committed. Furthermore, the statistics illustrate that two-thirds of errors are concentrated in three of the 27 Member States and in seven out of 455 programmes. That means that, with targeted efforts on the part of the Commission and certain Member States, it will be possible to reduce the error rate considerably. I am sure that everyone will agree that, during the next cohesion policy programming period, there should be a greater degree of simplification, transparency, responsibility and controls that marry efficiency with cost, as this will ultimately help us to improve how we protect the financial interests of the European Union."@en1
