"Mr President, I would like to thank the Court of Auditors for its analysis in the Parliament section of this year’s annual report. In relation to the Parliament’s discharge, I would like to raise several issues for the Parliament’s consideration in today’s discussion. Firstly, I would like to discuss the publications of the internal auditors for the financial year 2010. It is regrettable that this year, reports were not made available on time to members of the Committee on Budgetary Control since previous years’ reports clearly represented an added value for the EP discharge procedure. Secondly, there was a lack of information about the previous years’ status of Parliament’s accounts. Having available data for previous years will help us, through comparisons, to improve our data analysis and finally improve the quality of our recommendations. Third, the question of security still represents a major issue for many MEPs. However we still lack enough details on the progress of the global security concept. What other concrete measures and what steps will be followed to implement an efficient security system for all of us? Fourth, an important issue mentioned in the Court of Auditors’ annual report is the question of visitors’ groups and the methodology for calculation of the subsidy schemes for these groups. I believe we still need to improve the process through a more transparent and effective reimbursement system. Of course, these are not all the issues that I would like to mention here today. We will discuss all of them in more detail in committee, but I want to highlight that, in these difficult times of budget constraints and challenges, everybody has to make their utmost effort to save EU taxpayers’ money. We rely very much on the European Court of Auditors to provide us with high-quality information about the spending of all EU institutions, including the spending of the European Parliament. We represent the voice of the citizens, but we are also accountable to those citizens for the way we spend their money."@en1
