"Madam President, it is quite clear that there is a pragmatism starting to become prevalent in this House according to which the climate policy followed until now has failed and a new concept needs to be developed. I agree with Mr Florenz and those who say that we must chiefly focus on energy efficiency, the technological development of renewable energy sources and our cooperation with China, the US and others. However, the fate of global emission allowance trading is also important, in particular for the new Member States, because they have considerable climate assets. It is obvious that these climate assets cannot be fully carried over, but it would be very good to find a fitting solution to this, as the new Member States of the EU have made numerous sacrifices and have lost a great deal of jobs in contributing to climate protection."@en1
