"Madam President, there was a window of opportunity at the climate conference in Copenhagen, as several speakers here have already mentioned. This window was closed by the confidence gap that developed between the richest countries and the poorest and fastest-growing countries. What are we going to do about this in Durban? Well, firstly, it is vital to get the financing of the adaptation measures for the period 2013 to 2020 in place if we are to be able to close this confidence gap. Quite simply, we need to keep our promises. Otherwise, no changes and no results will be possible. Our second task must be the comprehensive climate agreement post 2012. In this regard, while still being one of the world’s strongest and richest regions and despite the lack of trust and the objections that have been raised here in the debate, we really need to show that we are taking a leading role. Without leadership, no one will follow. Several people have mentioned the economic crisis. This is going to affect us for a long time, but should it mean that we give up on all of our other social development and other political ambitions? If that is the case, we can discontinue this Parliament. The truth is that if global warming continues the way it has been going for a while now, it will affect us not only during a period of crisis, but forever."@en1
