"Mr President, Commissioner, we have spoken in today’s session about the Commission work programme for 2012, but part of this work has not yet been defined, and could well take up a fair part of the Commission’s work. It relates to the institutional implications of economic governance, including a potential revision of the Treaties. I would like to encourage the Commission to continue to maintain its stated position on these issues, which it has defended here in Parliament. This position will help to prevent separation between the members of the euro area and other countries; moreover, it will stop them from splitting into two groups, which could advance at different speeds within the euro area. It will also help to go beyond mere restriction and the stability policy, including growth measures and solidarity measures; and it will help to boost democracy through the involvement of Parliament and respect for the European Union method. However, returning to the work programme, I would also like to encourage the Commission to be part of an effective communication policy around the European Year of Citizens, in 2013, and similarly to get involved in finalising the negotiation work on the European Union’s accession to the European Convention on Human Rights."@en1
