"In favour. In its explanatory memorandum, the European Commission informs the Council and Parliament that the Kingdom of Spain has requested, on behalf of the authorities of the Autonomous Community of the Canary Islands, the temporary suspension of the Common Customs Tariff duties on certain industrial products into the Canary Islands, so as to strengthen the competitive position of the local economic operators and stabilise employment in these outermost regions of the Union. In order to ensure that the goods imported – be they raw materials, parts, components or duty-free capital goods – do not distort competition, they will be subject to end-use controls ensuring their use by local companies on the islands. Capital goods will have to be used by local companies on the islands for a period of at least two years before they can be sold freely to companies situated in other parts of the Union. Moreover, raw materials, parts and components will have to be used for industrial transformation and maintenance in the Canary Islands in order to benefit from the duty suspension."@en1
