"According to the convention, the carrier is responsible for damage incurred as the result of loss or damage to luggage, bodily harm inflicted on the passenger or his death, if damage occurred during transportation and was a consequence of the fault or negligence of the carrier, his employees or agents acting within the limits of their responsibilities. The complainant is required to prove guilt. The carrier is not responsible for the loss or damage of money, securities, gold, works of art or other valuables if they were not given to the carrier for storage. I am categorically against that norm of convention. After the Council had solved numerous issues that the convention had regulated insufficiently, such as the carrier’s liability in the event of fault or neglect, compulsory insurance and the right to make claims directly against the insurer, I supported the initiative."@en1
