"This proposal establishes the rules of participation for enterprises, research centres and universities in indirect actions under the Framework Programme of the European Atomic Energy Community and for the dissemination of research results. Increased attention and budget spending are needed for initiatives ancillary to core nuclear research, in particular, with regard to investments in human capital and actions aimed at addressing the risk of skills shortages in the coming years and consequent loss of leadership for the Union. This will facilitate the process of transferring technology between universities and the industry, placing emphasis on training, with a view to promoting competition in the nuclear sector and establishing a new high-tech industry sector which will lead to the creation of new jobs in a wide range of disciplines."@en1
