"Although the European Union is one of the richest regions in the world, 80 million people living in the EU are at risk of poverty. Of these, 20 million are children, and 8% are of working age. In addition, the most vulnerable groups of people in our societies are the worst affected by the economic crisis. The situation of people with the lowest earnings has continued to deteriorate, and these people today confront a much greater risk of debt and bankruptcy.
The fight against social exclusion and the promotion of social justice and basic rights have long been main aims and priorities of the EU, which is based on the values of respect for human dignity and solidarity. The European Parliament and the Council declared 2010 the European Year for Combating Poverty and Social Exclusion. In addition to this, in December 2010, the European Commission published a communication entitled ‘European platform against poverty and social exclusion’, a European framework for social and territorial solidarity. It is one of the seven flagship initiatives of the Europe 2020 strategy, the aim of which is to reduce the number of people in an insecure situation by 20 million by 2020. The effort of the platform is mainly to promote innovation and the reduction of poverty in various forms. Poverty is a multi-dimensional phenomenon, requiring an integrated response, including different levels of public authority – from European to local level."@en1
