The free movement of an ever-growing number of highly skilled persons and workers is one of the key benefits of European cooperation and of a competitive internal market, which is an important factor in the development of economies across the EU and a right enjoyed by every EU citizen. Workers’ mobility should be enhanced for EU citizens, and direct and indirect barriers should be removed, provided that a balance is struck between mobility and the quality of professional qualifications. The directive encourages the initiatives aimed at facilitating cross-border mobility, both as a means of ensuring the efficient functioning of labour markets and as a means of stimulating economic growth and competitiveness within the EU. As part of this, consideration must be given to the fact that the recognition of professional qualifications is closely linked to the completion of the Bologna Process aimed at establishing a single European Higher Education Area."@en1
