"I am in favour of this report which depicts how demographic change clearly impacts the provision of social infrastructure, such as pension systems, nursing care and health care, and calls for proactive measures to prevent its negative consequences. Demographic change is producing new challenges in many regions of the EU. As demographic change can bring both risks and opportunities, it is imperative that each region has its own strategy. As such, Members call on the Commission to include demographic change as a horizontal objective in the future cohesion policy and also encourages the regions to use Structural Funds to help address demographic challenges and to improve access to social and administrative services. As Europe will, for demographic reasons, remain dependent on migration for skilled labour, this report calls for Member States to recognise the integration of migrants as a strategically important policy measure. It also believes that the regions should use ESF funds in a decisive manner to combat youth unemployment by supporting training measures for young people, while continuing support to raise the female employment rate. Lastly, the report considers that demographic developments in the regions should be statistically measured so that data can be evaluated at European level."@en1
