"Spain has requested the temporary suspension of the Common Customs Tariff duties on certain industrial products into the Canary Islands, so as to strengthen the competitive position of the local economic operators and stabilise employment. In order to ensure that the goods imported, be they raw materials, do not distort competition, they will be subject to end-use controls ensuring their use by local companies on the islands. Regarding capital goods, they will have to be used by local companies on the islands for a period of at least two years before they can be sold freely to companies situated in other parts of the Union. Moreover, raw materials, parts and components will have to be used for industrial transformation and maintenance in the Canary Islands in order to benefit from the duty suspension. These specific measures to stimulate economic activity and stabilise employment over the medium term may be seen to fit well with the European economic recovery plan. In view of the above, and the necessity to take all measures likely to assist economic recovery, I support this proposal be adopted without amendment."@en1
