"Madam President, ladies and gentlemen, the topic for discussion is the Commission’s communication on online gambling. The development of gambling and its horizontal growth across various social sectors certainly begins to cause concern with regard to the negative implications entailed, such as the involvement of minors and vulnerable adults in a high-risk activity, particularly in the case of children – and this risk is not simply of a financial nature, but is, first and foremost, a moral one.
My recent written inquiry regarding video games was concerned with gambling games in which minors could take part, and asked what initiatives should be undertaken to provide a remedy for the anomaly.
The current concerns of the Commission and the resolution for which we have voted clearly put forward the need for a proposal on a directive which defines the minimum applicable standards across the whole of Europe. These standards should be binding for all authorised operators who offer online gambling services, and should grant Member States the power to supplement and improve upon them by formulating their own standards. For this reason, we hope that the Commission puts forward a definitive proposal on this subject as soon as possible."@en1
