"Madam President, ladies and gentlemen, the Internet came into being exactly 20 years ago. On this network today, the most popular pieces of information circulate ever-increasingly, widely available for anyone interested in them. Online gambling services represent a concrete modality by means of which a very important industry in Europe – the third largest in Italy, generating EUR 75 billion – is nourished on a daily basis. The principle of subsidiarity between Member States applies here. Evidently, there is certainly a need to combat any instances relating to the illegal use of these activities. Illegal online gambling – that is, unauthorised online gambling – must be punished as a transnational offence and, in such cases, Member States should also cooperate with each other. Organised crime and money laundering are the negative aspects of this industry, and one should also recall the extent to which addiction can especially harm vulnerable individuals; in order to tackle addiction, an interdisciplinary approach supported by appropriately equipped health authorities should be adopted. However, it is an important system which, economically, should be aided and supported within a normative framework, in which the presence of the European Union can be advantageous."@en1
