"Madam President, I would like to raise a point of order regarding your interpretation of the Rules. In previous years, when I requested to make an explanation of vote, it was deemed that it could only be called provided the Member had made the request before that report itself came up on the screen, not the initiation of the explanation of votes session. Now you are having a narrow interpretation that you have to submit the request before the whole explanation of votes session begins. Can you have a consistent interpretation of this rule, because clearly it was intended that you could only apply before that particular report, not the whole thing starting after the ending of the voting session? Each President interprets that rule differently as far as I can see. I agree, for that matter, that the way it is written in the Rules is not clear either."@en1
