What are called part-time farms, run by farmers who farm in addition to another activity, are fully eligible for the direct support provided under the common agricultural policy. That is why, when defining active farmers, first and foremost, we exclude farmers who receive direct support amounting to less than EUR 5 000 per year, precisely so that we do not affect very small farms. However, in the definition proposed in the draft regulation, the Member States will be able to include farmers with a small agricultural income and other non-agricultural income, too. They are covered twice. The small farms that are more affected – because we have set this threshold of EUR 5 000 – in other words, precisely those that receive more than EUR 5 000, will be affected by a reduction in financial support and by the way in which we have defined active farming, which fully encompasses the farmers that are more affected."@en1
