"There is no safeguard to prevent this from happening. However, I would like to emphasise once again that this is a last resort, which is used when all the preceding measures have had no effect. I am assuming and I am confident, on the basis of the experiences we have had up until now, that the countries affected will respond accordingly to the proposals and requirements of the Commission and also of the Council and will make an effort to improve the situation. That is precisely the foundation that we need to ensure that we do not have to use this measure. Of course, it is also important to respect the relevant national regulations. The proposal clearly states that when this instrument is used, it must be applied proportionally and in accordance with the local conditions. For example, the money from the Structural Fund has different levels of importance in different countries. We also need to take this into account when using this instrument.
However, I would like to repeat that I have every confidence that this is an instrument of last resort. We need to look at this against the background of the fact that we have an opportunity as part of the ‘six-pack’ within the euro area which does not apply to the other non-euro countries and that we were required on the basis of fairness and balance to propose and to create an instrument which, in theory, would ultimately include all 27 countries."@en1
