"As I explained, this type of ceiling applies to large agricultural holdings because from 2014, the justification for these direct payments, which, at the time of the last reform, were based on historical references, that is, the level of subsidy received in 2003, is basic support for farmers’ incomes, taking into account the specific economic situation of agriculture in this period. However, once we reach a certain amount, we cannot justify giving large holdings more than EUR 300 000, EUR 400 000, EUR 500 000 or even EUR 1 million in basic income support, because it is a capital payment. In addition to this direct support, which will be restricted, these holdings can improve their performance by using other financial instruments under the common agricultural policy, such as aid for investment in modernisation to make them more efficient. Indeed, we made this proposal precisely also to respond to Parliament’s demand for financial support that is more transparent, clearer and better targeted. In any event, the funds raised under this ceiling remain within the Member State concerned, so a Member State that has large holdings is not affected from a budgetary point of view because the money stays in the Member State. It is added to the rural development programme under which the Member State can finance large companies, small companies, agri-environmental measures, investment, and so on. It is thus just a question of using Community funds with greater transparency, greater flexibility and greater efficacy."@en1
