"Ms Hassi, this is a typical situation where we can apply the agri-environmental measures of the rural development programme; measures that enable the Member States to deal with a specific issue in a region by encouraging farmers to use farming practices that are adapted to that specific situation. In this case, the Baltic countries or the countries bordering the Baltic Sea can themselves encourage farmers to use farming practices that require fewer chemicals, thereby putting the emphasis on the specific situation of the soil there. As I said, the greening measures that we are proposing now are linked to direct payments across the European Union and involve simple measures that can be applied everywhere. Crop rotation, for example, or crop diversification, which we have proposed, would also enable farmers to reduce the amount of chemicals used and, consequently, the amount of discharge. However, the Member States with Baltic coasts can deal with this matter specifically through the agri-environmental measures laid down in the rural development programme."@en1
