As far as the Baltic Sea is concerned, I think that it is a bit of an exaggeration to say that agriculture alone is responsible. There is also industrial activity. However, agriculture is perhaps the only sector where European financial support is already conditional, through environmental cross-compliance, on certain requirements, including measures governing the use of chemical substances. That is therefore already laid down in legislation. The greening measures that we are now proposing are also going to help to improve the situation because diversification of crops on the same plot prevents single-crop farming, for example, and also prevents extensive use of chemical products in agricultural production technologies.
In terms of the bureaucracy you mentioned for these greening measures, I can reassure you that we have carried out an analysis to enable us to propose the measures that are the simplest to apply and the least bureaucratic.
The three measures that we have proposed for this aspect of greening, in other words, maintenance of permanent pasture, crop diversification and an ecological focus area in each farm covering 7%, can be applied right across the European Union. Farmers will not need any additional documents because they can confirm compliance with these measures when submitting their request for financial support, nor will there be any need for additional monitoring other than the normal farm checks carried out to verify entitlement for financial support.
In that regard, too, we have opted for the measures that have the greatest global impact across Europe, if all farmers apply them, with the least bureaucracy."@en1
