"The reference year for eligible agricultural areas is 2014 so that we can take into account circumstances at the time the decision is made or from the time when the decision will be applied. However, 2011 is the reference year for those farmers who are entitled to apply for these aids precisely to avoid any speculation in 2012 or 2013, and for farmers, who were not then farmers, registering with certain areas with the sole aim of claiming entitlements to subsidies.
Over that period, we shall provide the opportunity for young farmers who set up in 2012 and 2013 to be included and we shall also give Member States the opportunity to take into account specific circumstances as was the case in the 2003 reform.
Thus, there are two reference periods: 2011 for the qualifying farmer and 2014 for the area which will enable him to claim entitlements from the Member State in order to avoid speculation and to allow there to be room for manoeuvre over this period.
I know that there are circumstances, in Ireland, and particularly in Northern Ireland, where there are land owners who are also farmers. They farm one part of their land and they let the other. These are specific circumstances which must be taken into account if we are to avoid speculation by either party.
I am well aware that these are exceptional circumstances which must be dealt with in the discussions surrounding the decision-making process."@en1
