"Two of the problems with cohesion funding are the absorption of the funds and the curtailment of the funds. I would like to ask the Commission how it hopes to deal with improving the capacity of Member States to absorb the funds – I believe a large proportion may not be used in the current financial period – and particularly with helping local administrations put in good projects and to ensure their projects are utilised.
On the other hand, we have the macro-conditionality which is supposed to come in, which says that payments are to stop if countries do not fulfil the Stability Pact. So you have two questions in one: one concerns utilisation and the other actually stopping the funds."@en1
