"Ms Dodds, as regards the system, the historic reference period and the new payments system we are proposing, the historic reference period presupposes that for some years, a farm has been receiving an annual payment based on the levels of subsidy it was receiving fifteen years ago. In the hybrid model, as you were saying, part of the subsidies is based on a historic reference period and another part on a rebalancing that takes place at regional level. This hybrid system is therefore much closer to what the Commission is currently proposing, namely, a flat-rate payment at regional level, or, in other words, similar support to farms operating under the same agro-economic and climatic production conditions.
In order to achieve this, Member States already have the flexibility to define, in terms of their chosen criteria, namely agronomic, economic, administrative, and pedoclimatic criteria, homogenous regions within which they will carry out a rebalancing of payments.
Secondly, it is possible for this rebalancing to be carried out until the end of 2019, in other words, in 2019 for payment made in 2020, and consequently in the future budgeting period. Thus, it will not be brought in abruptly and Member States will have flexibility in defining regions and their size on the basis of criteria of their choice."@en1
