"Commissioner Cioloş, I come from Northern Ireland. The single farm payment there is largely based on a hybrid model – a mixture of flat rate and historic. What assessment have you made of the impact of the transition for those Member States who have this historic reference period for the single farm payment? What timing do you envisage for this within Member States and will there be flexibility within the Member States? It is important in all of this that we do not allow farmers to go out of production.
On a completely different note, in Northern Ireland, we have, like many other countries in Europe, particular problems with social exclusion, high unemployment among young people, etc. That has been dealt with in some measure by PEACE funding within my region. Can you assure me of the broad support of the College for future PEACE funding within the region as a tool to tackle social exclusion and unemployment, as well as ESF funding?"@en1
