"You asked two questions. One was about capping and the other was about the 7% of ecological infrastructure.
In the case of the 7% for ecological infrastructure, I should like to make myself clear. This does not mean withdrawing 7% of arable land and taking crop production out of it. It means that on a farm, it is also possible to maintain small plots, grassy verges, canal banks, roadside verges, treed areas, which are not necessarily productive and which, at present, are not entitled to subsidy. From 2014, we are proposing not only for these areas to be entitled but we are even encouraging farmers to maintain them, because alongside productive arable land, all these areas, these small plots, have an important role to play in biodiversity.
As far as the capping of direct aid goes, this will not prevent the farmer from choosing what he wants to produce. This capping means that while, from 2014 onwards, we can justify direct payment to farmers as basic income support, from a certain sum in the case of very large companies, we can no longer justify limitless amounts of public money being given as basic income support. That is why we proposed to cap this support at EUR 300 000 and to take into account employment on the farm. Thus, a large farm which has a labour force will also, in addition to the EUR 300 000, be able to take into account labour costs and include them in the direct support. However, large-scale farms will still be able to benefit from other kinds of measure within the common agricultural policy to invest, modernise and innovate.
Direct payments are not the only forms of support that a farm can call on within the common agricultural policy. We need greater transparency, greater clarity and greater effectiveness when it comes to spending public money. That is why we have proposed limiting direct payments, but the door remains open for other kinds of project capable of increasing the competitiveness of a large-scale farm."@en1
