"What we proposed for the ‘greening’ has no effect on the agreements for environmental measures currently enjoyed by farmers within the rural development programme. The 7% is not the 7% of greening, but rather one of the 7% measures targeted at the ecological infrastructure at the level of the farm, or rather surface areas and small plots of land which are kept under vegetation that is not used as part of agricultural production. However, if a British farmer uses the rural development programme to plant trees, for example, or to maintain hedges around plots of land, these areas will come under this 7% and thus the farmer will still be able to benefit from this specific aid in the rural development programme for which he or she has an agreement. However, I was saying that there is no link because these greening measures are not contractual, nor are they multiannual. They are annual and the commitment by a farmer within an agreement for agri-environmental measures will remain in force until the end of 2013. After 2013, if a Member State decides to continue these measures, the farmer will still be able to benefit. However, once the farmer, with the aid of this agri-environmental programme, has, for example, created plantations, maintained areas, plots of land and even grassy verges, these areas will count towards this 7%.
