"Mr Chountis, what has been proposed for certain Member States is a reduction, but in no instance does it exceed 6% compared with the current period. This reduction was proposed in order to be able to fund the increase in direct payments in Member States where the average direct payment per hectare is well below the European average. In the case of Greece, I do not remember the exact figure, but direct payments per hectare exceed EUR 350 on average, and can even reach EUR 400, while in Member States such as the Baltic countries, direct payments per hectare are currently under EUR 150. In Latvia, they are even under EUR 100. We are proposing a rebalancing, one that, as far as I can see, is acceptable insofar as the reduction is under 6%, as I was saying, compared with current figures, and, furthermore, the reduction will not take place overnight. The Commission is proposing a transition period so that the reduction will take place progressively from now until 2018. Solidarity is a principle of the European Union, as is fairness, and it is on this basis that we have proposed this rebalancing. Yet again, we have ensured that this reduction is neither too brutal nor too great in order to avoid it causing irreparable harm to those farmers affected by it."@en1
