"The Commission has fulfilled its duty as, for the 2014-2020 period, it has produced a budget proposal which proposes to maintain a substantial budget for the common agricultural policy (CAP) while also making legislative proposals for agricultural policy post-2013. However, the process is in codecision and now the Council, with Parliament, working together with the Commission of course, should be able to take a final decision in due course so that the framework of future post-2014 common agricultural policy can be prepared.
However, any uncertainty does not come from a lack of responsibility on the part of the Commission, which has already tabled the budgetary and the legislative proposals. Once again, I have made things very clear from the start: the budget for rural development policy remains secured within the Commission’s proposals and in the legislative proposals tabled by the Commission, and also allows all those Member States who so wish to continue to apply agri-environmental measures.
From this point of view, up to the end of 2013, everything is clear. From 1 January 2014, everything will become clear once the Council and Parliament have taken a decision on the legislative proposals already produced by the Commission."@en1
