"Mr Karim, there will not be any overlap as the greening of the aid for pillar one, which the Commission is now proposing, does not affect the agri-environmental measures in any way as they are funded within the rural development fund through contractual agreements.
The rural development programme will therefore go forward and current agreements will be funded until the end of the budgetary period, at the end of 2013. Then, from 2014 onward, within the new rural development programme, Member States will still be able to apply agri-environmental measures as the budget for this programme remains unchanged.
What we are proposing with the greening of the aid for pillar one is a global European approach with three simple measures which do not affect the rural development programme as it stands, namely, agri-environmental measures which are specific to a particular region. This therefore has no effect, either in budgetary terms or in terms of the opportunities from which Member States may benefit, on continued funding for this kind of measure."@en1
