"Mr President, Ms Krehl, firstly, the objective of future cohesion policy is to follow the Europe 2020 strategy very closely and establish close links with it in order to support and promote the goals of the strategy, in part, by making targeted investments in the regions. Against this background, we have suggested that it is important to set priorities and decide on the main areas of emphasis, which must be chosen by the regions themselves. However, given that concentrated funding is needed in particular in the better developed regions, we have also proposed that there should be a minimum allocation in certain areas. For example, in the area of energy efficiency and energy saving, we believe that in the better developed regions, at least 20% of the available budget from the European Regional Development Fund (ERDF) should be employed for this purpose. A further 60% should be used to promote small and medium-sized businesses and innovation. However, these are frameworks within which the regions can take a flexible approach. In the case of the subsidy arrangements of the better developed regions in particular, the structures in place in the regions already meet the requirements in many areas. Therefore, I believe that this will not cause any problems for the majority of regions."@en1
