"Even though the European Union was designed to be an area of prosperity and progress, the Europe of today is a continent of 80 million poor people for whom existential instability and inequality of opportunities are a daily experience. The reintegration of the unemployed and marginalised population can, however, release this dormant potential to revitalise the EU’s ailing economies. Crisis management must not therefore overshadow but strengthen anti-poverty measures, since they are indispensable for ensuring the sustainable and inclusive growth enshrined in the Europe 2020 strategy. In this light, I would like to welcome this report on this important flagship initiative of the Europe 2020 strategy and the fact that it dedicates a whole section to the inclusion of Roma, who are way over-represented among the poorest. Equally important and mutually reinforcing with the Europe 2020 national reform programmes are the national Roma inclusion strategies, which are to be submitted to the Commission by the end of this year, and I truly hope that despite any political upheaval or budgetary hardship in some of the Member States, the Commission will thoroughly evaluate the professional substantiation, complexity and financial feasibility of the national strategies, and that it will also present specific recommendations for their revision."@en1
