"Madam President, poverty is not only a social, but also a human rights issue, a violation of human dignity. Frequently, it results in stigmatisation and discrimination. The criminalisation of the poor can be observed in several countries. The far-right speaks of Gipsy criminality and homeless criminality, and social experts standing up for the poorest can, as seen in Hungary, even end up in the dock if they act according to the ethical code of their profession. When examining national strategies for the reduction of poverty, the Commission must also monitor whether public policies serve that goal, whether the tax system and the system of family benefits reduces social disparities and contributes to the mitigation of child poverty, whether the school system equalises the handicaps children bring with them from home and prevents the passing on of poverty between generations, whether social transfers ensure the right to economic, political, cultural and social participation, and whether universal services are accessible."@en1
