"Madam President, the financial and economic crisis of 2008 has led to a slowdown in economic growth in Europe, with serious consequences for the living standards of the European population. One of the most serious signs of the decline in living standards is the sharp growth in poverty. Even though I applaud the effort made by the European institutions in the comprehensive fight against poverty and social exclusion, I would like to point out that all of the proposed measures must be funded from somewhere. Economic growth has practically ground to a halt in the Union, and obtaining the money to cover government debt on the financial markets is increasingly hard for Member States.
The only way to obtain funds for the payment of social benefits, unemployment benefits, assistance with food or social housing is therefore to attempt another form of redistribution within the current possibilities afforded by local, regional and state budgets. From this standpoint, I also consider the EU’s proposed 2012 budget, which increases the resources for combating poverty by a mere 3.3% compared to last year, to be inadequate, and it also squanders European money on senseless activities such as the House of European History or Parliament’s regular monthly shuttle between Strasbourg and Brussels."@en1
