"Madam President, we have an exceptional text before us. This is the right initiative at the right time. Frédéric Daerden has done an excellent job. This report includes everything that needs to be said on poverty and social exclusion. All the problems are described, but so are the solutions.
There are three issues: firstly, the horizontal social clause; secondly, economic governance and, thirdly, minimum income. These are three points that I consider to be of crucial importance, three points that guarantee that, if they become law, they will give hope to Europe. We want legislation, Commissioner, we want commitments and we want social indicators to be adopted alongside economic indicators. If none of this happens, Frédéric Daerden’s exceptional report will remain dead letter, what is called a
